According to a European source,
the President of the European Council, Antonio Costa, has
increased contacts with the leaders of the 27 member states and
initiated a process of "bilateral consultations" on two key
issues: "what they are willing to do in terms of aid to Ukraine
and their positions on security guarantees." The initiative was
announced "last night" to the Permanent Representatives
Committee.
